The Saudi Ministry of Interior has introduced new regulations for the upcoming Hajj season, focusing on maintaining the safety, security, and smooth experience of all pilgrims. According to the Saudi Press Agency, the five key rules are as follows:
1. Umrah Visa Entry Deadline:
Pilgrims holding Umrah visas must enter Saudi Arabia no later than April 13, 2025 (Shawwal 15, 1446 AH).
2. Umrah Visa Exit Deadline:
All Umrah visa holders are required to leave the Kingdom by April 29, 2025 (Dhu al-Qi’dah 1, 1446 AH).
3. Makkah Entry Requirements for Residents:
From April 23, 2025 (Shawwal 25, 1446 AH), residents of Saudi Arabia will need special permits to access the city of Makkah.
Those without valid permits will be turned back unless they meet one of the following criteria:

Hold a work permit for the holy sites from the appropriate authority

Possess a resident ID registered in Makkah

Have a valid Hajj permit
Permits for workers in Makkah during the Hajj period can be obtained online through the “Absher Individuals” and “Muqeem” platforms.
4. Suspension of Umrah Permits via 'Nusuk':
From April 29 to June 10, 2025, no Umrah permits will be issued through the ‘Nusuk’ platform. This suspension affects Saudi citizens, residents, GCC nationals, and visitors with other visa types.
5. Makkah Access Restricted to Hajj Visa Holders:
Beginning April 29, 2025, only those with an official Hajj visa will be allowed to enter or stay in Makkah.
The Ministry urges all pilgrims and residents to adhere to these guidelines and cooperate with authorities. Violations of these regulations will lead to legal consequences.
