Between 2020 and 2024, a total of 61 Muslims were arrested for insulting Islam, with 52 of these cases resulting in prosecution, according to religious affairs minister Na’im Mokhtar.

Na’im stated that these incidents specifically involved Muslims and were punishable under shariah law. However, he did not disclose the number of non-Muslims arrested or prosecuted for similar offences.

For non-Muslims, he explained that such cases could be prosecuted under Section 298A of the Penal Code, which addresses actions causing religious disharmony, or under Section 233 of the Communications and Multimedia Act for misuse of network facilities.

His statement was in response to a query from Salamiah Nor (PN-Temerloh) regarding the number of Islam-related insult cases recorded during the period.
