UK Drivers Must Install New Car System or Face £550 Fine
  • From Monday, May 5, HGV operators must have a Progressive Safe System installed and secure a safety permit before enforcement begins.

A change in driving laws this week means HGV drivers could face £550 fines. Motorists operating heavy goods vehicles (HGVs) have been warned they have just one week to install essential safety features and update their permits, or risk facing fines of up to £550 for driving in London.

From Monday, May 5, HGV operators must have a Progressive Safe System installed and secure a safety permit before enforcement begins.

Transport for London (TfL) uses the Direct Vision Standard (DVS) to assign star ratings to vehicles, based on how much the driver can see directly through the cab windows, enhancing safety for other road users.

Operators who previously received a grace period must complete the installation of the Progressive Safe System and obtain an HGV safety permit by 11:59 PM on May 4, 2025.

HGVs over 12 tonnes are required to either have a minimum three-star DVS rating or be equipped with a Progressive Safe System to operate within Greater London. Non-compliance could result in a Penalty Charge Notice (PCN) of up to £550, although this can be reduced to £275 if paid within 14 days.

The new rules are part of efforts to reduce road deaths and serious injuries in London. Under the scheme, HGVs must obtain a safety permit before entering most areas of Greater London.

To qualify for a permit, vehicles must meet the minimum DVS star rating. If they do not, operators must upgrade their vehicles with the necessary Progressive Safe System features to improve safety.
