Lawmaker caught vaping in parliament during health reform debate

During a discussion on health reform, a Colombian lawmaker was seen on  vaping before speaking. On Tuesday, December 17, Cathy Juvinao, the congresswoman from Bogotá, held a yellow device to her mouth and took a breath just as House of Representatives President Jaime Salamanca was going to summon her to speak to the house.

The member of the Green Alliance appeared to notice that the camera focused on her, quickly exhaling vapour before speaking into the microphone.

Smoking is banned in enclosed public spaces in Colombia.
